Three checks on a quoted reply
A quotation in a chat is taken at face value, so the checks happen before you send it, not after.
The timestamp exists and lands
Open the video at the minute quoted. A quote with no timestamp cannot be checked, which is the whole reason to ask for one.
Names and numbers look right
Auto-captions mangle both. If a figure is going to be repeated in a channel, confirm it against the audio.
The quote is not the whole sentence
Speakers hedge, and captions drop the tone. Read one line either side before you repeat it as a position.

Does this work on any video anyone posts?
Public YouTube links with captions, including automatic ones. A recording behind a login is out of reach, which is worth saying before somebody expects it.
How long does it take for an hour-long talk?
The fetch is not proportional to the runtime; it returns the caption text. The reply arrives in the same conversation you asked in, without anyone watching anything.
Can it summarise instead?
It can, but the transcript first is the better habit. A summary loses the hedges, and in a channel argument the hedge is usually the point.
Should I post the full transcript?
Usually not. Post the quoted lines with timestamps, and keep the full text where the team can search it if the question comes back.
